Kunming Economic Development, The Construction Of Soft Environment

A good soft environment is the essential condition that a nation and district need to attract foreign capital. It is also the inherent requirement to deepen administrative reform and improve administrative efficiency and the levels of government work, and external need to develop local economy and enhance urban competitiveness. As regional economic competitiveness is intensifying, the development of soft environment becomes more and more important.Based on this background, Kunming has renovated the soft environment since 2008. In order to identify problems existing in soft environment development and the direction of future improvements, this paper studies the case of Kunming in five chapters.Chapter 1 discusses and studies the connotation, theoretical basis, systems, and practical significance of soft environment, and proposes a mechanism of soft environment development to enhance the competitiveness of the city.Based on Rostow's stage theory of economic growth, Porter's competitive stage of development theory, Romer's and Lucas's new economic growth theory, and economic development status of Kunming, Chapter 2 thinks that Kunming is moving from take-off stage to growth stage and from investment-driven stage to the innovation-driven stage. Moreover, the economic development mode of Kunming is also in the transition from extensive phase to intensive phase. As a result, this chapter concludes that a good soft environment is a prerequisite for Kunming to achieve scientific leaps and bounds.Chapter 3 first summarizes the problems existing in developing the soft environment of Kunming. Next, Chapter 3 concludes that incompatibility between government functions and economic development, lack of effective policy oversight and evaluation system, lag of economic development policies, imperfect system, lack of credibility, lack of unique environmental advantages, and non-optimized innovation environment lead to those problems.After summarizing the status of soft environment development of Kunming, Chapter 4 proposes an ideal model to develop the soft environment of Kunming, and discusses its mechanism and mode of operation. Based on problems and causes of soft environment, Kunming needs to optimize the soft environment by creating a clean and efficient administrative environment, improving the long-term protection mechanism of soft environment development, establishing a scientific and effective mechanism for coordination of interests and demand of interests, restructuring resources, and optimizing the human and moral environment.Chapter 5 reviews main research contents of this paper, and discusses limitations and future directions.
