In the 21st century, the BRICs, as emerging economies, maintained rapid economic growth. The global financial crisis in 2008 further enhanced the international economic status of BRICs. In the post-crisis period, although the economic conditions of the BRIC countries continued strong growth momentum, the competition with each other increased and the trend of trade protectionism revived. China, as the fastest growing economy among the BRIC countries, suffered more trade protection pressure from India, Brazil, Russia and other emerging countries.In terms of the current situation of trade friction with other BRIC countries for China, gray customs clearance problem between China and Russia showed up, tariff restrictions were serious while the TBT(Technical Barriers to Trade) dominated. Sino-Indian trade friction changed from single form to multiple means, the amount of money involved increased year by year and efforts of anti-dumping intensified. High barriers to customs procedures and licensing existed between Brazil and China.The reasons for trade conflicts between China and other BRIC countries were different. For trade conflicts with Russia, the reasons mainly lied in the defective Russian system and policies, its imperfect trade service system, asymmetric trade structure and distrust between the two countries. For trade conflicts with India, the macro reasons lied in India's economic downturn caused by the global financial crisis with the facts that India advocated"China threat theory", the products from the two countries showed more competitiveness than complementarity and India did not recognize the China's completely market economy status. The middle level reasons were the lack of the functions of China's industrial associations, the vicious competition and negative defend of China's exporting enterprises. Sino-Brazil trade friction is mainly due to indirect competition of exporting products, Brazil usually protect its own interest by using WTO rules.In terms of countermeasures to cope with trade frictions with other BRIC countries, China needs to take targeted measures. China should enhance technological content of merchandise through bilateral trade cooperation, study Russia's trade specifications and establish a good image of Chinese products. Russia should improve its trade system, promote trade service system and perfect commodity exporting structure. In response to Sino-Indian trade frictions, on the macro level, China should establish economic strategic dialogue mechanism with India, strengthen anti-dumping legislation and change the structure of exporting commodities. On the middle level, China should standardize enterprises'behavior through chambers of commerce and industrial associations, perfect anti-dumping warning system and counter-suit fund. On the micro level, the enterprises should strengthen self-discipline, change the structure of exporting commodities to India, reply actively to allegations and emphasize various segments. To cope with trade frictions with Brazil, China should take advantage of Macau to build a bridge between China and Brazil and establish China-Brazil free trade area basing on necessity and feasibility. |
