Marine is a resource treasure for national survival and development。Nowadays developing and utilizing the Marine resource is one of the most important ways which can solve the current global resource shortage, population expansion and environmental degradation. China is a country which owns both marine and inland, on the one hand the mutual complement and promotion on exploitation and utilization are obvious, on the other hand certain competition and contradictions still exist.Domestic and international experiences have shown that purely relying on Marine resources exploitation to contribute to the national economy is limited.
