As a necessary condition in completing military combat and one of projects invested most funds,national defense projects construction in military is an important part in national projects construction.Furthermore,the fast economics development and reverse taiwan independence in recent year,the investment to national defense projects construction is increasing gradually.It is of important significant to study bidding mode of national defense projects under engineering quantity list mode.To the construction project,our country present move of bid method,the project valuation way,the traditional construction technique has been under the very big impact.Therefore,we must change the traditional ideological concept and incurs aspects in the bid pattern, project valuation model,construction technique to the project to carry on the innovation.Because of the social factor's influence,the army project's move of bid work is in troubles.The evaluation of tenders method in various war zones is not standard.The army interior does things their own way,lacking of the evaluation tenders standard.In the project incurs bid,it is a common question that how to establish the reasonable mathematical model,carry on the quantification analysis to the stationary index,reduce the human influence.In order to guardant the incurs bid to be object and scientific.In this paper the advantages and disadvantages of rational low quoted price in project construction bidding evaluation method in the army are analyzed.And Combined with the characteristics of the construction project and the project cost under project cost bop, using the analytic hierarchy process(AHP) and grey system theory,transform various problems in the bidding work practice into the math variables,establish proper prediction model for construction cost,solve the problem that how to assure the lowest cost in the incurs bid.In this paper,combining with China's current approach to bidding and the actual situation of the military works,reforms and ideas which should be carried out of the bidding of the current approach are proposed.Finally,combining the characteristics of the army works,taking a certain unit of the military projects for instance,example analysis is made to achieve the actual operation and the specific application of cost-prediction model.
