| Along with the reform and open policy and the establishment of market economy, original road fixed quantity construction cost management pattern of our country is unable to adapt the demand of highway traffic construction fast, continually and the health development, in particularly, when our country joins WTO, if we want to capture the road investment market, we must defer to the international convention FIDIC rule. But the resilience detailed list does not suit to the condition of our country, so the purpose of this article is establishes a resilience detailed list system to suit our country.First, this article analyzes the inelasticity between the generally budget which is tradition road fixed quantity system of our country and the development of market economy, the highway engineering construction cost management. Based on actual situation of our country, the article elaborate the superiority of the international general FIDIC resilience detailed list system to promote to the highway engineering construction cost reform and the questions from the essential attribute, the market attribute, the idea price characteristic and the government managed. Next, through analyzes the demand of external and internal environment and the characteristic of the highway construction participation side, the article obtained a principle of demand and established the data - decision-making analytic method, then used the method to establish the Trinity road resilience detailed list system which contain the design, the generally budget system and the resilience detailed list system. Then, the article used the method of structure analytic and WBS to establish the double-decked WBS work structure Trinity road resilience detailed list system, also analyzed the constituent skeleton form, the reciprocity and the system applicable scope. Finally, the article introduces it to the application in Guangdong transportation items of basic construction management and analyzes the problems needed further study. |
