In the tremendous changing of cement enterprise's internal and external environment, if Hunan ShaoFeng cement Co., LTD wants to survive and develop, the enterprise must apply strategic management, formulates the effective countermeasure and establish the core competence to keep sustainable development of enterprise.This paper mainly studies on Hunan ShaoFeng cement Co., LTD. In this paper, at first, we use enterprise strategy theory and research technique; synthetically adopt PEST model and five strength analytic methods to analyze the enterprise's internal and external environment comprehensively and thoroughly. Then with the help of SWOT method which summarizes the advantages and disadvantages, chances, threats and risks, we put forward the basic strategic conception of development for Hunan ShaoFeng cement Co., LTD to participate market competition practically. Finally, the corresponding strategic measures are drawn up to account for the importance of talented person and technique.
