As it plays a significant role in China’s national economy infrastructure, the cement industry has been showing a rapid development momentum over the years. However, cement is essentially a kind of high energy-consuming industries, in the era of economic restructuring and upgrading, the policy of12th Five-Year Plan of the Cement Industry which is "Strictly control the volume, encourage mergers and acquisitions, energy savings" shows that the development of the cement industry is over. Suffering macroscopically policy, market competition, as well as the whole cement market declined, the ChangZhi Cement Group is formally implemented a three-year strategic transformation in order to get rid of difficulties through of the following measures:adjusting leading product line, developing the use of renewable resources and recycling economy product line, creating a leading products and service providers in the new energy-saving building materials industry. Therefore, in-depth study of the background of the Group’s strategic transformation, the business model and the countermeasures has great significance. In this dissertation, it firstly reviews the domestic and foreign theories on company strategy transformation; secondly, the dissertation makes use of the Port’s competitiveness model to analyze the group’s present situation which will influence its transformation; thirdly, the dissertation uses the value chain model to find out the core competitive advantage capacity of the group is the strength of scientific research and the ability of independent innovation which is the key factor of the strategic transformation; fourthly, with SWOT model analysis the group’s internal strengthens and weaknesses, external opportunities and threats and use "key factors evaluation" to do quantitative analysis in order to find the right strategic position. Based on the core competitive advantage, the dissertation finally concluded that professional services and industrial management is the group’s right transformation business model. Then from the point of view of constructing human resources system, improving organizational structure, expanding financing channels, improve marketing, and establishing a comprehensive risk management system, the dissertation develops the series of strategies and suggestions to ensure the success of the transformation.
