The implementation of Liaoning coastal economic zone development strategy is beneficial to the formation of the economic region system of Liaoning coastal areas. Speeding up the development of liaoning coastal economic zone has important strategic significance to perfecting our country's coastal economic layout and promoting economic development of the economic hinterland. Economic development is inseparable from the excellent social basis and environment, and relys on human resources. According to structure characteristics, spatial and temporal characteristics, industry and industry conditions of human resources, this thesis analyses the quantity, age structure, education structure and industry structure of human resources in Liaoning coastal economic zone to study the labor supply situation;then emphatically analyzes industry, industry, employment structure of human resources and allocation of human resources;at last, puts forward some countermeasures and suggestions. Main content of this thesis can be divided into five parts:The first part describes the domestic and international research status of optimal allocation of macro human resources, and states the study object and research methods of this thesis. Importantly part describes related theories of the structure of human resources, regional differences, development and Optimal allocation of human resources for providing the corresponding theoretical basis to this thesis.The second part studies the characteristics of human resources in Liaoning Coastal Economic Zone. According the respective analysis of the scale, natural structure, social structure, economic structure conditions of human resources, we have got that within the region the total supply of human resources is oversupplied, but the high-level talented person is lacking, the overall quality of human resources is too low, the human resources is dividing between urban and rural, and the development of human resources in partial industry is unreasonable.The third part focuses on the spatial and temporal characteristics of human resources in liaoning coastal economic zone. Through the measurement of natural density, economic density of human resources, find concentrated areas of human resources, regional imbalance index (U), the gini index (G), we analysed the imbalanced degree of regional population, human resources, industry and land area, and discovered that the regional distribution of human resources in all regions is unbalanced relative to land areas, but is slightly balanced relative to industry .The forth part mainly discusses the configuration between industrial structure, industry structure and employment structure. the thesis uses Deviation coefficient from the industrial structure and employment structure factor ,regression analysis and employment elasticity to analyse the relationship between the three industrial structure and employment structure, and uses regional sub-sector human resources harmonic index model Iiy to analyse the match situation of regional industry and employment. We have got that the Industry, industry and employment allocation is unbalanced, meanwhile analyse the causes and draw problems.The fifth part, according to the structure overview, uneven distribution, and unreasonable situation of industrial and sector allocation of human resources in the Liaoning coastal economic zone, the thesis comprehensively puts forward some countermeasures and suggestions from the employment environment, institutions and ways of regional human resources.
