At the wartime a civil air defense alarm system, as a communication tool, was used to send antiaircraft alarm signals and transfer various air attack information to the urbanites. It is an exclusive and unsubstitutable to the Civil Air Defense Department. The civil air defense alarm systems are developing rapidly toward automationized, informationized, and synthesized trend, in order to meet requirements of both future war and peaceful time, and to increase the level of automative direction. In recent years, with the fast development of computers and communication techniques, the data communication have become a mainstream of communication modes. Due to features of low cost, short periods, good adaptability and expansibility, and easy trouble-shooting, data communication techniques are used to remotely control, measure and sense in many fields, such as electric power, irrigation works, meteorology, petroleum, forestry and exploration. The developments provide a good technical base and makes it possible to improve civil air defense alarm techniques.Based on the techniques of wireless BP systems and control techniques of civil air defense systems, the interactive civil air defense control system described in the thesis improves and upgrades existing civil air defense control system techniques with techniques of wireless data communication and that of SCM combined. The system includes main control center, base station, terminal alarm controller and dedicated alarm control network. The author designs corresponding peripheral interface circuits and software modules using SA68D21 of Jiemai Company, AT89C51 of ATMEL Company and PC, and sets up a dedicated wireless LAN based on wireless data transfer protocol. Firstly, the whole scheme of the interactive civil air defense control network are discussed and analyzed in the paper. Secondly, the structure and implement of alarm wireless dedicated control network are described. The whole network uses a star network topology structure, including three layers, i.e., main control center, base station and terminal layer. Thirdly, hardware design of the alarm control system is introduced, involving design of power supplies, SCM system and communication interface circuits, and implement of the wireless data communication scheme in detail. Due to strong EMI in the fields, the design of hardware anti-interference of alarm controller are done. Lastly, the paper deals wiith the software design of SCM system and main control center. To ensure the veracity and reliability of data, the author programs a simple network communication protocol, introduces software methods of anti- interference, also analyzes and solves some problems in program design.
