The minority journalism and communication policy plays an important role in the minority journalism. In recent years, although the research on the minority journalism boomed, the research about minority journalism and communication policy was mostly blank. This paper will give an account of the context of the minority journalism and communication policy development since the founding of our country utilizing the literature and interdisciplinary research method. It begins at relationship between the minority news media and the minority news media policy. To making use of the content analysis method, it then analyses the actual reports of the "China Ethnic News" from the characteristics of minority journalism. At last, the paper summarizes the news of Chinese minority journalism and communication policy. This study not only collates and analyzes the policy text, but also thinks about the development of the minority journalism and communication policy. It makes a conclusion that the minority journalism will not develop healthily, but the perfect minority journalism and communication policy system by degrees. And to complete the minority journalism and communication policy system is way to realize the communication between the different ethnic groups in cross-cultural.The structure of the paper is as follows. This paper is divided into four chapters. In chapter, it gives a broad overview about the minority journalism and communication policy, including the interpretation of the concept of minority news media and the reason why it selects " minority journalism and communication policy " as the object of study topics. The second chapter discusses the background, development context and the characteristics of the position and function of the Minority Journalism and Communication Policy. This chapter is divided to four sections. The first section analyses the macroscopic environment of Chinese ethnic minority news media policy. Section Ⅱ narrates chronologically the development of the policy of Chinese minority journalism and communication. The author believes that the development of the minority journalism and communication policy can be divided into five stages by the characteristics of the Chinese history. in accordance with Chinese historical development can be divided into five stages:1949to1956, the early days of minority journalism and communication policy of China;1956-1966, ten years exploration period of the minority journalism and communication policy;1966to1976, the minority journalism and communication policy of the "Cultural Revolution" period;1978-2000, the minority journalism and communication policy in the period from the reform to the21st century;2000later, early21st century's minority journalism and communication policy. This section reviews the previous the minority news media meetings, the leaders'speeches and important documents. In section Ⅲ, Chinese minority journalism and communication policy shows the distinctive characteristic of the times and political propaganda based on the histoiy of the minority journalism and communication policy. It briefly summarizes the status and function of the Chinese minority journalism and communication policy. The third chapter mainly focused on the news reports since the founding of the "China Ethnic News" and uses the method of the sample investigation. And then, it analyses the relationship between the reports of Chinese minority news and the policies of that. Chapter IV is the conclusion and thought of the Chinese minority journalism and communication policy. At the end of the paper, it tables a proposal for the development of Chinese minority journalism and communication policy based on the existing problems.
