The product quality of the military industrial enterprise is the main force of the science and technology industry for national defense. It could also influences the country's national defense capabilities and international strategic position. In October1996, the aerospace industry proposed the "technology" and "management""double five" standards in the fields of quality problem returning to zero, which has been currently standardized and effectively implemented. In July2005, national defense technology and industry committee stated that "we should establish a rapid reaction mechanism to grasp the returning to zero problems", which meant every department should own a fast reaction to the quality accidents of military products.In view of important status of the military enterprise, the application of advanced information technology to promote the quality engineering construction of military products has become a top priority. Therefore, establishing military products quality problem information management system, on the one hand, could make the quality information collected in the first time through this system be shared by each department, on the other hand, could be helpful for the supervision parties to control the product quality problems and to strengthen their management, which aims to improve the quality military products.The research and development of military industrial products quality information management system is based on Delphi7.0and SQL Server2000, which ensures the technical sophistication and at the same time applies three-tier C/S system development model, which ensures high efficiency of the data access. The mainly work of this paper includes the following aspects:(1) Through the review of literature, study and introduce the concept and classification of quality problems and returning to zero of quality problems. On this basis, the basic process and detailed steps of returning to zero are analyzed to provide design criteria for the quality problem management system.(2) Analyze the overall structure of the system and then choose appropriate three-tier C/S system development model, and then use SD structural system development method to divide the system into functional modules, lastly design the database system and core functions of the software by using SQL Server2000and Delphi7.0.(3) The detailed program development, the practice operation is implemented in this thesis. Firstly, the auther access the existing local area network system to simulation and realize the system's whole physical structure. Secondly, test the performance of every functional module including the login function, the quality information recorded function and so on. Finally, a stable information management system was implemented for management practice.
