Bus priority strategy is not only the effective measures to alleviate urban congestion, but also the inevitable requirement for improving urban living environment and sustainable development. In recent years, the amount of vehicle ownership grows rapidly, but the road construction planning is not systematic and scientific, which causes the contradiction of traffic structure becomes more extrusive and the phenomenon of traffic congestion gets more serious. Under this circumstance, the cost of transport operating is keeping up while the public satisfaction is still low. Under the guidance of"Smooth Chongqing", this paper will find the way to integrate the Conventional bus and rail transport effectively, and build a three-dimensional, multi-level Chongqing urban public transit network management system.This paper is committed to optimize the structure of urban public transport operation lines, allocate transport capacity properly, avoid the risk of the line adjustment, and seek the optimal balance between reducing the management costs and the improvement of people's traveling satisfaction. Through taking advantage of Eclipses and Visual Studio.NET 2003 as the development tool, SQLServer 2005 as the database system, and MAPX map, the paper is aimed at researching Chongqing's Public Transport network planning management system. This paper has the following purpose: effectively integrate the conventional bus and the rail transit, and build a three-dimensional, multi-level urban public transit network management system in Chongqing. The main contents include:1. By means of collecting bus line base data, it clearly shows the overall layout of the city line network with the form of an electronic map.2. Through comparative analysis of traffic capacity and route network index, it provides data for administrators to allocate transport capacity reasonably, as well as adjust and add new lines, which will reduces work blindness.3. Through projecting, trialing and examining, it minimize the risk of line planning, thus to save management costs.The testing and running of the network planning system shows that it possesses the advantages of accurate basic data, long-term effective model, simple and efficient steps to calculate and easy operation.This system cuts down the management costs of Chongqing Public Transport Co., LTD and improved line network management and utilization rate. Simultaneously, it is worth spreading to other cities' public transport corporations.
