Since the beginning of reform and opening up, China's urban planning has made historic achievement for the development of China's urban setting. But generally speaking, the development of urban planning and urban development is still far to meet the needs for the development of our country and cities and the pressing of the urbanization strategy of our country. Therefore, the use of modern information technology development in urban land use planning and management information system to support the urban land use planning and decision-making in urban development is of great significance.This essay will be the geographical information system (GIS) to land use planning and management and with MapX inserted in the VB technology development environment using components, I completed Anshan City land planning MIS system. The overall functional design of the system provides eight modules, with geographic information enquiries, and comprehensive statistical information, analysis and forecasting functions. The enquiries can be adopted in the information on area and distance measure and calculation. The analysis provides in the information analysis and buffer overlay analysis functions. In the projection functions, the system introduces grey system GM (1, 1) model to forecast urban population in an objective year. In addition to these basic functions, the system also provides a layer management subsystem, a thematic maps management subsystem, a decision support system and a subsystems such as modules to help maintain subsystems of information to users in the management, use and maintenance, and it provides a strong support to users with comprehensive land planning information for the final decision-making.With the achievement of Anshan City land planning MIS( Management Information System) system, we can provide a scientific basis for urban land planning and reasonable control the scale of urban development. The system has a friendly interface, simple operation, reliability, system security, and other features. Tested ,it achieved the anticipated objectives.
