According to statistics, more than 80% information in daily life are location information. With the development of computer science, mobile communication, GIS technology and service industry segmentation, Location based services (LBS), which via wireless location technology combined with terminal equipment to provide users with location based services, gradually emerges.This paper firstly introduce the origin of LBS, the development of LBS & wireless location technology in domestic and foreign countries. Then reviewed the past 40 years development of Parking guidance system(PGS) at home and aboard, analyses the importance and necessary of PGS. As the existing PGS can't guide on-road parking space and satisfy customize services, this paper designed a new PGS combined with LBS. In this new PGS, GIS & GPS helped users directly to find parking information, LBS changed group services into personal services, mobile terminal supplied parking information to users any time and anywhere. This new design not only improved the faulty of existing PGS and enlarged the application of LBS, but also provides a new way of thinking in next generation PGS of China.This paper enlarged the data structure of PGS information sets based on Parking Guide information sets of National Transportation Department and Parking Guide System local standard in shanghai. And the new PGS information sets which included parking space static attribute table, parking space active attribute table, parking space exchange table and parking fee table, inherited the data structure of National Transportation Department's PGS information sets and satisfied the devices communication in PGS system. On the basis of that, this paper built a prototype testing platform, which included server, exchange board, AC controller, WiFi AP and PND, to test the parking guidance services in PNG.At last, this paper designed a hospital patients monitoring system for the healthcare field in LBS. Thanks WSN technology to help us build the monitoring system. In this system hybrid algorithm improved the location accuracy, original code and anti-code check reduced the fake alarm coursed by bit error, power backup increased reliability system.
