With the development of industrial technology, environmental issues have become issues of worldwide concern. It becomes the primary goal to timely, accurate and comprehensive reflect the environmental quality and trends, and to provide scientific references for environmental planning and management, environmental impact and assessment, pollution control and the government's macroeconomic policy. Environmental monitoring is responsible to monitor the various elements of the environment periodically in order to control and evaluate quality and trends of the environment. It also needs to monitor the situation of discharge of pollutants in the relevant units. Furthermore, it must provide accurate, reliable monitoring data and information for the government departments to implement environmental regulations, standards and to carry out comprehensive environmental management. In addition, it is required to aid the research and technology development on environmental monitoring area. Binhai Economic-Technological Development Area (ETDA), Weifang Branch of the EPA for social welfare is a full grants financial institution, which has been making unremitting efforts for the environmental monitoring this year.Following the trend of the development of information management, The Binhai ETDA Environmental Protection Branch adopted computer aided monitoring very early. However, the old system has many shortcomings and deficiencies. For example, when information is submitted from the lower-level units to the higher-level, if the system is shared in the lab, without the use of import and export functions one have to set a wide range of time as query condition to find the proper information. The searching approach is not satisfactory, and the query interface is too complicated to use. The stability is another problem severe problem. The system crashes a lot in query process which leads to a terrible user experience. To improve this situation, the Binhai ETDA Branch conducted a detailed business requirement analysis, and created the framework of the system based on the understanding of the practical needs.This thesis describes the development of the Binhai ETDA environment monitoring system, including requirements analysis, design, and implementation. First, we investigated the practical needs of Binhai ETDA Weifang branch of the EPA. The demands from all sub-sector are covered by our analysis. In design process, we used class and sequence diagrams to exploit the domain entities and refine the relationships among them. The system architecture follows B/S pattern of the three-tier architecture. For implementation, the JSP and Java language are employed to create business components, and SQL Server 2000 is used to manage the database. We will give detailed descriptions about the system modules. And for the core modules, we will demonstrate the code of critical part. The system can basically satisfied the needs of users in the Binhai ETDA Weifang Branch of EPA, including the executive management, information management, monitoring stations, the lower-level data query management, statistical analysis, data uploading and the system setting up to six major functional modules. The system is expected to be used to irregularly or periodically monitor the situation of discharge of pollutants for all the units in the area.Currently, the system has been in normal use, and various functions achieved the desired effect. The operation of the system basically meets the needs of users. From the results of practical running, we believe that the system can successfully enhance the Binhai ETDA Protection Branch of the automation of management, increase productivity, reduce monitoring the labor intensity, and further enhance the department's level of information.
