With the development of social economic and scientific, the construction of enterprise information had been a very important measurement of enterprise modernization level. Electronic work order system is a key system in Telecommunications Company, which plays a key role. In order to improve the efficiency and service quality of the China Rail Communication (CRC), it is necessary to improve the CRC's information technology. Design and implementation of CRC work order system are according to CRC's internal workflow, which not only focus on the management capabilities optimization and the improvement of the company's operating efficiency, but also focus on integrating existed broadband authentication subsystem, fixed-line billing subsystem and recording subsystem. That will eliminate the problem of information isolation within systems effectively.During the system requirements analysis, design and development, it used UML model language to model the system use case diagram for basic modeling, based on .Net development platform, chose C # development language, and applied MVC model for system architecture and development. This paper also complied with object-oriented development ideas, divided the whole system into distinct modules for design. SQL Server 2005 was used for data storage and management. System configuration was in the format of XML file. The application of a variety of design patterns made this system scalability, reliability, and rapid processing speed. This paper had designed and implemented multi functions, which included user privilege management, creating new work orders, importing orders, processing work orders, following up work orders, regional (Business Department) setting management, construction team setting management, customer level management, system log management and other basic system configuration, meanwhile it also integrated with existing information systems, eliminating the problem of information isolation within Shantou CRC Branch Company and sharply increasing the degree of information technology and working efficiency.This paper will show system superiority by introducing system requirements analysis, application scenarios, system design, database design and implementation of the whole system according to real business processes. The electronic work order system designed in this paper has been applied to CRC's internal daily business processing, and has got a good effect as expect.
