After 30 years of reforming and opening up,the basic telecommunication monopoly had been broken . With telecommunication competition aggravating,telecom operators are facing the outstanding problems such as the lack of income growth,drop in benefits,lower profitability,so reducing the costs and controlling the spending have become the main measures by which operators deal with competition and gain development.Telecommunication network was made up by the telecommunication nodes,the switching nodes and transmission links organically which operation and maintenance cost was very high. How to strengthen the management and control of operation and maintenance cost is very significance for telecom operators.This thesis studied on management information systems for the operation and maintenance cost based on Intranet in China United Telecommunications Corporation Jilin Branch. According to the organization and management model of the enterprise and the Intranet status quo, the MIS adopted centralized network architecture and such three-tier architecture of the software architecture as basic data layer, business logic layer and application presentation layer. It was developed that an enterprise MIS using the Oracle as background database and the J2EE as framework.The following is the main work in this thesis.1. The thesis introduces the relevant theoretical and practical technology applied to management information systems based on Intranet, such that the conception and status of MIS, the methods of software development, the Intranet knowledge, software architecture of MIS based Intranet. The network scheme was confirmed with the analysis of the Intranet present situation.2. It was analyzed that the requirements of MIS for the operation and maintenance cost in China United Telecommunications Corporation Jilin Branch. Firstly a full investigation was constructed on the related business like management model, organization structure, position responsibilities, business process. The operation and maintenance business of the enterprise networks employed a centralized, unified management model. It was defined that the operation and maintenance management functions of the branch; the position responsibilities of the management staff at various levels from the districts and counties, prefectures and cities in branch offices to the provincial company; the main three business process of the operation and maintenance management as cost budget, cost settlement and cost expenditure. The B/S architecture based on the Web technique was adopted in the MIS according to the provision of the system performance. Under the architecture the data and system were centralized administrated on the network management center server in the provincial company. The users access system through the internal private network and operate the businesses after landing the MIS. The systems were developed using the Oracle as background database and the J2EE as framework.3. The system structure was designed with the reference for the software requirements analysis. The system module was described. The system environment was configured. The database design and system module design on basic information and business management were finished. According to the organization and management model of the enterprise and the Intranet status quo, the MIS adopted centralized network architecture and such three-tier architecture of the software architecture as basic data layer, business logic layer and application presentation layer.4. Through the study of the design and implementation of operation and maintenance cost management, the MIS for operation and maintenance cost management were constructed and realized the automation of process management, information management and appraisal management through the study of the design and implementation of operation and maintenance cost management. A concreted realized process in MIS was introduced as an example to the major overhaul project in the operation and maintenance cost management. The following system modules were implemented that the basic information management module of setting the role, the aspect and the professional competence; the related business management process module of annual plan, city approval, the province of first instance, provincial approval; the statistic and analysis on the management data.The MIS has operated more than half a year and realized the daily operation and maintenance management. In order to achieve the objects of the automatic process, the standardized operations, the transparent procedures, refined control, the systems have to link to the other management systems of the company. The future work is to design the interfaces to office automation systems, ERP systems and resource management system. The management information systems for the operation and maintenance cost based on Intranet in China United Telecommunications Corporation Jilin Branch not only achieved the management control to all the subjects of the operation and maintenance cost and the data collation and analysis, but also strengthened the network management operation and maintenance cost estimates. The adoption of the budget, planning, control, accounting, analysis and evaluation laid foundation for the potential of mining to reduce costs and the efforts to efficiently reduce the cost. The MIS ensured the effective implementation of the operation and maintenance cost institutes, realized the automatic process, the standardized operations, the transparent procedures, refined control, enhanced the modernization of the enterprise management level and the core competitiveness of enterprises.
