Nowadays management information system (MIS) has been of extensive application in every trade, offering great convenience for different units and creating economic value and social efficiency at the same time. With further application of MIS, more units have higher requirement: they are no longer satisfied with the system which can only provide date entry, query and simple statistics;but they tend to request that the system should provide necessary decision support.On the level of administration information system, MIS has been applied widely, and the algorithm is also more mature and dependable;but on the level of decision support, the application of MIS is highly professional to all trades and professions, and there are few mature products, whose algorithms are still in the phase of theory and research.On the basis of ship management information , this thesis elaborates the whole process of ship management system, from requirement analysis to system design, and from it to system implementation and system testing.First, structurized analytic procedure was adopted and flow process diagrams of the system were drawn up to gradually refine the abstract functional model.Second, top-down design technique with gradual refinement was applied to demarcate at length and design the functional moldule of the system..Third , typical program flow diagrams and the realization of the main algorithm of ship management information system were given. Finally, the main testing process of the system was presented.This thesis expounds that the system has achieved the design of database, user interface and program code by systematically using software engineering prototyping approach and understanding the users'demands over a long period of time. With the combination of simulated annealing , it can assist users in decision- making on transportation plans, automatically select suitable ships to form transport fleet, and provide decision support in transportation tasks by using rational algorithm. The system has certain referential value on improving Garrison Commands'information management.
