Decision support system of shipping operating management is important to improve the level ofmanagement significantly, to enhance the core competitiveness of enterprises and to provide betterinformation services for the rapid development of enterprises. This paper focuses on the optimizationof the ship scheduling and fuel costs in shipping management, analyzes its research status and existingproblems. This paper studies into the optimization model of the ship scheduling and fuel costs deeply,puts forward a better solution to the uncertainty of order demands in the ship scheduling, expandesresearch on optimizing fuel costs, the control methods for fuel management simultaneously. The mainworks of the paper are as follows:(1) An overall framework of the shipping management decision support system is described.This paper analyzes the demand of shipping management decision support system, shows the majorimplementation flow of the shipping business management, elaborates the main functions in the shipscheduling and fuel management, and describes the basic steps to build decision support systems andthe key technologies involved.(2) A multi-objective ship scheduling model based on a rolling time window is proposed.Firstly, this paper analyzes the impact of uncertainties on the ship scheduling, comes out a rollingwindow strategy dividing service time of the demand orders into multiple pieces of equal length oftime, and then uses the improved genetic algorithm to optimize the ship scheduling in each rollingwindow, which improves the convergence rate for solving scheduling model and meets the changingneeds of the shipping market transportation orders rapidly.(3) A model and method for controlling fuel costs based on particle swarm optimization isproposed. This model considers three decision factors: refueling port, the amount of refueling andship speed, using particle swarm optimization to achieve the economic speed of the ship, whichreduces the fuel costs effectively.(4) A shipping management decision support system have been completed. The main functionand system deployment are showed in this paper, which include data transmission among the shoreside, the ship and ship-shore terminal. This paper also describes the system network architecture, theprocess of data collection, data transmission, data monitoring, shows the class diagram of the keyalgorithm and a typical interface of the system.
