The modern remote education, as a new way of education, is a primary solution adopted to build a lifelong learning system under the circumstances of knowledge-based economy. The online teaching requires an efficient and user-friendly platform to support its implementation, while the whole system of online teaching resources is still in a short-supply situation, with limited scale and standards. In this context, the dissertation dedicated to research web-based, remote-managed and easy-operated teaching management information systems to support and promote the teaching methods even be a replacement to the traditional ways.This dissertation is written theoretically based on the network technology and teaching educational theory. It applies the B/S structure as model, DreamWeaver2008 and EditPlus3.0 as page developer, Windows Server 2003 and .NET Framework 3.5 and IIS and SQL Server2008 as operating platform, and using Microsoft SQL Server2008 as its database systems. On combining the existing network resources and centralized computer database, the paper successfully built a stable platform infrastructure.This dissertation explores three functional areas of online teaching management system including system management, teaching issue management, and net teaching management. The functional modules include user management, operation management, role management, rights management, news management, common link, IP access filtering, program management, working management, message management, information and notification, document management, courses learning, online training, resources and downloads, online inquiries and other functional modules.The testing indicates that the system can be operated by 5,000 people at the same time with a stable condition, while the response time is less than 500ms. It passed the examination of conventional password, SQL injection and other tests, whose function meet the requirements of the system at a high rate of 99%. It can be regarded as a relatively complete, easily operated and practical system.
