In the past 20 years, there has been great progress and remarkable achievements for the capital market of China. Now it has entered a new stage of high-speed growth, and securities have become an important way of investment. As the development of the capital market, not only the client but also the regulation has more advanced requirement to financial service. In order to adapt the changes from the channel-service model to the financial service model, to standardize the content and form of the message-delivering, to further improve the quality of the information services and client experience, it is imminent for the securities company to build a unified information management platform with their own database. By integrating all the information and research resources and depending on the client relationship management (CRM) system, we can conduct a systematic study to explore clients' needs and their risk tolerance so that they could obtain comprehensive, personalized and integrated information service with high quality. Then the securities company can reduce costs, find new markets and be more profitable. This paper analyzed the unified information management platform project of HTSC, discussed the current problems and proposed the needs for building such a platform. For the clients' needs analysis, we combined the theory with practical experiences by using data and market analysis. We applied system analysis and design theory to the deep research of structural and technical implementations. By unifying all the subsystems including the central database, the research institute's working platform, the editing system, the information center and the terminals for client service, we established a detailed plan for constructing a unified information management platform for HTSC. According to the project management theory, the project includes initiation, planning, implementation, testing and training. Based on the responsibility matrix, the responsibilities of brokerage department, financial service department, research institute, operation center, technology support and developers are clearly partitioned. The work structural decomposition tool is used to develop the overall and detailed work plans. In the engineering effect analysis, we considered the key factors and analyzed the social and economic benefits by the technical economic theory.
