TD-SCDMA is a 3G standard with our independent intellectual property rights. Introducing TD-SCDMA technology to trunking system could meet the higher user communication needs. And it is the future direction of trunking communication's development. The load control is an important function in the radio resource management. The study on load control algorithm for TD-SCDMA-based trunking system is important for the protection of base station's normal working in trunking system, and is important for the improvement of users'quality of service.This paper firstly compares the characteristics of the trunking system and public cellular system. Then it introduces the TD-SCDMA load control algorithm and the associated physical layer technologies and other radio resource management modules. The paper establishes new trunking system uplink and downlink load assessment models combined with characteristics of the downlink shared channel and user priority. This paper sets the priority of the users in TD-SCDMA trunking system, and introduces the TD-SCDMA load balancing technology between timeslots to the trunking system. New algorithms are designed based on the load evaluation models for trunking system. The paper presents a rate control algorithm for trunking uplink load reduction and a power control algorithm for trunking downlink load reduction.Lastly a simulation is built in the paper. The paper compares the performance of the above algorithms by analyzing the parameters like load, rate of dropped calls, and user satisfaction. Finally the paper proposes a complete program of load control for trunking communication system.
