With the rapid development of mobile Internet technology,users want to use mo-bile terminal to obtain all kinds of services at any time and any place, such as: the ph-one,instant messaging, music, TV, video telephone etc.. In order to adapt to need ofbandwidth, delay,cover and other requirements,3GPP (3rdGeneration Partnership P-roject,3GPP) started the long term development plan, namely LTE (Long Term Evol-ution)project.Due to the complexity of LTE systems, configuration and optimization of its vari-ous parameters has considerable complexity for manual operation, the operating costis very high. Therefore, SON (Self-Organizing Networks) technology is introdu-cedin LTE system. Effect of SON is very important to reduce the complexity, reduce ope-rating costs. Load balancing technology as an important component of the SON net-work, is used to solve the load imbalance between each cell, improve resource utiliz-ation, improve the user experience. This paper conducted in-depth discussion andAnalysis on load balancing technology. The main contributions of this paper are asfollows:1) The load balancing technology are studied, the modules are designed in detail.Load balancing technology mainly includes: the load Measurement and judgment,target UE selection, target cell selection and load transfer. Load decision mechanismfor a single threshold is easy to cause unnecessary operation, the paper use doublethreshold,in order to reduce the switching times, improve the efficiency of loadbalancing algorithm. the target UE selection algorithm is preferred with GuaranteedBit Rate(GBR)bearing edge UE.2) The thesis carries on research to the load forecast technology, puts forward a kindof improved UE algorithm.In order to reduce the number of switching, load forecasting technology in theapplication of load transfer algorithms have been extensively studied, however, due tothe load transfer algorithms for UE based on load prediction is more demanding, so itsefficiency is affected, according to the relationship, UE and adjacent areas and adjace-nt areas the load distribution, the thesis puts forward a kind of algorithm which basedon a table that include the relation between UE and the neighbour cell. 3) Aiming at some special scenes that the common load balancing algorithm can notsolve, the paper proposes a relaying load balancing algorithm.In some special situations, such as: regional high load, adjacent area can not meetthe high requirements of busy cell, single level load balancing algorithm in generalhas not been able to rapidly reduce the load of high load cell. This paper proposes aload relaying balancing algorithm, through the cooperation of multi cell to realizeload balancing.
