In recent years, with a series of catastrophic events such as natural disasters and incidents occur frequently, worldwide countries are highly concerned about the construction of the emergency response and command system and the research of relevant applications, in order to minimize disaster losses and to provide timely humanitarian assistance aid. Emergency response and command system is the important tool and basic guarantee of the effective implementation and continuous improvement of national emergency plans. In the process of emergency dispose, to provide quick and accurate emergency plan, flexible and effective field emergency command, its theory, methods, and implementation mechanism is an important topic worthy of study.In this paper, directing at business features of accidents and calamities emergency, combining with the core functions of emergency response and command system, a specific application of knowledge reasoning in accidents and calamities emergency response and command system, so as to bring improvement to this kind of systems.The main studied work in this paper is summarized as the followings:1. Collect the information of relevant laws and other related information according to the industry background and features of accident emergency. Analyze and obtain the actual demand of accidents and calamities emergency.2. Determine the specific applications of intelligent reasoning at each stage of accident emergency response. Design specific and easy-implement knowledge reasoning schemas, highlighting the superiority of this study for industry features.3. Design and study on reference model, reference architecture and comprehensive knowledge library of intelligent accidents and calamities emergency response and command system.4. Study relevant key technology. Design and implement the specific reasoning process and reasoning engine using J2EE and related open source framework like JBoss Rules.5. Integrate the research achievement with the existed emergency response systems. Test the knowledge reasoning schema whether it provides effective intelligent reasoning result and improves the supporting decision-making capacity of emergency response system.In summary, combining with the emergency dispose process, the reference model, reference architecture and core reasoning mechanism of intelligent accidents and calamities emergency response and command system have been studied and designed. With the demonstration of samples, the content of this study improves the intelligence of accidents and calamities emergency response and command system with effect. The study has a certain reference value and significance to construct a similar professional emergency response system using knowledge reasoning.
