With the development of educational informationalization, it has become a trend that informationalization brings about educational modernization to realize the transition from traditional higher education to modern ones and instructional resources are managed through networking. One of the main goals of higher education in China is to improve students'comprehensive quality and develop technological innovation talents. University labs are one of such source to knowledge creation and base for talents training.This paper designs the web-based management system platform for campus open experiment labs considering the factors of the space, teachers, equipments and networks according to the practical needs so as to make full of experiment lab resources, bring into full play its important role in implementing quality-oriented education, developing advanced technology and transforming scientific and technological achievements. The platform aims to solve the problems of difficulty in booking lab, lacking enough time for inquiry of experiment, limit of experiment equipments and complex procedure in managing labs.This platform can provide more flexible time and free space and environment so that the students across campus and majors can apply for and book labs. By using this platform, students can book experiment teachers, labs and equipments across campus. It can solve the problems mentioned above. It can help to improve teaching quality, develop students'comprehensive engineering practical ability and Independent innovation abilitity.Web Services is a newly risen technology with characters of platform-independence, language-independence, simplity, high efficiency, expansibility. So this design has employed service-oriented architecture (SOA) pattern, which is advanced in standard, loose-couple, coarse-grained and sharing compared to the traditional development mode. With the ideas of integration SOA into development of management system for university open lab, it can improve the software development efficiency, reduce the complexity of development and maintenance. It can realize the full use of and unified management of the experiment instructional resources so as to enhance the system portability, reusability and expansibility.This paper analyzes the safety model of open management system and research on some techniques of identity authentication of PKI, RSA Public Key Cryptosystems and digital signature. Based on these techniques, encryption authentication has been done to the system identity authentication and information transmission in database with integration of database security and SOA security architecture to improve the system safety guarantee. Finally the algorithm in web-based open management system for university labs has been tested, maintained and realized and the results show that this algorithm is effective and it can facilitate users searching the use of lab and equipments with safety and effectiveness. It also can help students to book the experiment time, teachers and equipments, and promote the exchange of experiment techniques between teachers and students. As a result it can simplify managing the labs.
