Experiment has an extremely important position in university education. The university laboratory is an important base for training highly qualified talent with a practical ability and innovation. And it is of great significance in enhancing the quality of personnel training, promoting the academic and scientific and technological level of development. In Modern educational theory, the most important aspect is to maximize the development of creative thinking of students, so that supply the students relaxed learning environment to learn the knowledge and to expand the practice and hands-on opportunities for students to realize their ideas. This is very important in the engineering disciplines. The system was developed based on this purpose.The system uses the ASP.NET framework and three-tier structure (C/S structure (Client/Server, client/server mode), B/S structure (Browser/Server, Browser/ Server mode), and three-tier client/server structure.) to select the architecture that adapts to the projects. And this is also the precondition to establish the related technologies. The system with completed B/S mode, Object-oriented and SQL Server 2000 as Database Management tools is convenient, flexible, and efficient with high module reuse rates and the low maintenance costs.Experimental courses in textbooks and teachers should not be blind verification and duplication of the existing study results of teachers or that in the textbooks, but should be the important part for the training of the students'hands-on ability and the theory-based practical abilities. To make students to be the main body of the Experimental teaching needs to provide them with an open experiment-teaching model and environment, and it needs to allow students to select teaching content, time and learning progress based on their expertise, interests, hobbies, and social needs with providing students with a relaxed learning environment. However, the prior organization and management of the experiment teaching, the traditional way of human lab government are not suitable any more. The improvement of the experiment teaching and lab management are imperative.It is currently becoming an important topic to build an opening teaching system with an opening experiment content and time, automatic organization and management. To develop an opening experiment teaching management system according to the computer net and database is the best choice. In this case, students can make use of their lab through the net. The system can release the manager from the heavy management workload. For the reason, we design the system.The system uses a variety of course scheduling strategy and rule-based and priority-based design proposal to implement the functions including experiment scheduling, experiment booking, experiment report's submitting and labs' open. The following text will introduce the development approach, the designing mentality, system architecture, function structure and the key technology for the Open-Lab management system.
