With the development of information technology, especially of the Internet Age based on the core of computer and network technology, the virtual service platform based on information technology is more acceptable and approbatory to the public. The modern management and service of cities, e-government management and service of national have embedded into the hearts and minds of everyone nowadays. But the city grass-roots management and service organizations based on community organization are still in the situation of insufficient and backward, it is urgent to use the information technology tools to improve the grass-roots community management and service. In this paper, we design a population information management system of Jiyang Street in Zhuji. The system is based on the management and services of community, enhances the integration of resources and utilization. This system overcomes the complicated and inefficient of community management, the dispersion of various types of resources, and the low efficiency. Meanwhile the system enhances the community management and service levels, achieves better management and services of community, and provides statistics data such as population information for the higher administrative authorities. In this paper, we first analyze and introduce the software framework, present the advantages of J2EE platform in software development, and introduce and improve XML technology, MySQL database technology, Struts, etc. which are used in J2EE platform. We improve the framework based on the MVC three-tier architecture, utilize the Filter, XML, Struts and other technologies, and then design the population information management system of Jiyang Street in Zhuji based on the integrated analysis of community management and services. This article focuses on the selection of architecture, the design of system, the analysis of task and the implementation of business. To show the practical embodiment of the system, we also do the unit testing, integration testing and system testing on the system. By analyzing the test results and comparing with requirements, we summarize the characteristics and lack of the system. The system has been used for three years, and the effect of which is significant.
