In today’s world of constant innovation and progress in science and technology, as well as skyrocketing development of computer network and Internet application, communities, if only by efforts of manpower and material resources and means of mouth-to-mouth communication, will be left behind the growth of modern age. Traditional working methods, with problems like low efficiency and waste of resources, have become outdated day by day. Instead, there comes the information-based management effort, i.e. the inquiry and analysis system of comprehensive information of communities.In this paper, the author firstly compares and analyzes the current situation of information-based management in communities at home and abroad, with examples of real conditions and characteristics of local community administration in Shuozhou; and then elaborates the system in details. The overall structure of the system has three layers of WEB application. It adopts J2EE as its technical standard of application system and eliminates platform disparity via Java virtual machine; the application system is of B/S structure, realizing "zero" maintenance of client machine; the flexibility of the application system is improved, with three layers of comprehensive service information platform infrastructure, supporting platform of business operation and denotation component and business component; based upon the technology of business trading and componentization of encapsulation, the system module for trading comes out. The business functional layer is deployed in Web Server, the trading layer and service layer in J2EE application server, and long-term data are stored in relational database. Hence, the dynamic adaptability and flexible extension of the system are enhanced; Technologies of EAI and Web Services are used for business application collaboration, providing uniform, open and standard multiple access channels for outside systems and equipments.The system provides a comprehensive management platform for communities and it also enables community boards to conduct varies community businesses of everyday life, including management of type-in and information registration etc., so as to build up a complete community work archive database. Therefore, civil affairs departments at all levels can easily and accurately inquire statistic gatherings of all types of data of community boards under their jurisdiction, and officials can be informed with accurate and timely data for decision making. Overall, the System greatly enhances the working efficiency in communities and civil affairs departments, minimizes errors and shares data maximally.
