Design And Implementation Of The System Of Administrative Law Enforcement And Criminal Justice Work Convergence

With the establishment and development of administrative electronic monitoring systems, e-government reform as an important part of administrative reform will have far-reaching impact and important role on deepening administrative reform, further transforming government functions, improving management, carrying forward e-government, enhancing administrative efficiency, reducing administrative costs and creating a behavior-regularizing, well-coordinated, fair, transparent, honest and efficient administrative system.Establish an information-based network platform by modern technology to share the details of law enforcement among the bureau of law enforcement and the judicial authority. Through the platform, they can achieve the transfer of the case online, online processing, the dynamic communication of law enforcement and seminar of relative works, case tracking and monitoring information flow. The collaborative mechanism to crack down on economic crime, which includes online convergence, information sharing, convenient communication, effective prevention and timely investigation, is established to promote the sound development of the economic order.Regulating the administrative penalty of the discretion, enhancing team building of administrative law enforcement, improving current administrative law enforcement, raising the level of administration according to law and eliminating to use the penalty in place of the law are objective needs for discipline inspection and supervision work. This system is designed to further standardize the administrative behavior of all the departments, clarify the responsibilities of the relevant departments and investigate & deal with irregularities in time.This paper is the source of the tow-law for the county administrative interface system, this paper describes the requirements of system design and the main development process, and also researches key technology used in this system. The key system solutions provide references for the future system expansion. Currently, the system has been developed and is running at all the county administrative units.
