Socialist market economy system has been strengthened and improved after reform and opening. There are a lot of security problems in Guangzhou because the population is vast and heterogeneous, so it is challenging for the local public security departments to deal with these problems. The public security organization has established the computer information management system due to social development and characteristics of public security work. The system is aimed to fight against crime and maintain social stability. The information construction in China as well as in security field will enter the stage of rapid development during the Twelfth Five-Year Plan period. It is obvious that the information management is important nowadays, which has changed the management strategy in many fields and also influenced people’s life. The information system in the public security system has not been perfect in China for the time being. The information technology, which is just used to manage files and people, has been spread in few areas. There is no integrated platform of criminal investigation information management so far. Artificial management is still the main strategy. There are many human factors under artificial management, which is a disadvantage to the development of the criminal investigation. We could manage the criminal investigation work thoroughly and guarantee the efficiency and quality of the public security system only through transparent and accurate information platform. In the western developed countries, the public security information has already been put in the internet. The workload, work content, and work effect could be found in the internet and compared with other information. The public security officers could learn from each other and exercise mutual supervision. At the same time, the social resources and the labor cost could be saved.The technology platform used in the system research and development in this article is J2 EE, which is a B/S structure platform with multiple technologies. During this system’s development, we use J2 EE three-story frame structure that is MVC structure, which divides the system into display layer, control layer, and entity layer. During the research and development period, struts2 skill is used in display layer, spring frame-structure is used in control layer, and the hibernate frame-structure is used to manage the data in the entity layer. The most advantage of the J2 EE is that it is a platform and it organizes a variety of frames and technologies by Java. Designers and developers choose different technologies according to different situations. So the advantage of each technology could be developed and efficiency of the system could be maximized. The system is aimed to be used for system management, material management of criminal cases, material management of solving a case, material management of solving a case beyond precinct, material management of closing a case, criminal material management, material management of illegal crime units, and query statistics.The accomplishment of the system will improve the management efficiency of the public security officers who is responsible for managing the crime investigation information and realize the visual management of criminal investigation information. And the security officers could compare the criminal investigation information and provide the policemen with the information through the template such as information statistics and information research. The system will provide an efficient and stable management and service platform to Panyu district, and also improve management and service level through informationization.
