E-government is creating a simple, high-efficient, probity and fire model of government function with modern information technology and integration of service and management linked by network. The Mobile Government means application of wireless communication and mobile technology in government work, which can service for public by mobile phone, PDA,WI-FI, Bluetooth and wireless network. The Mobile Government can improve efficiency of government work and enhance the ability of information service supplied by government , also including improving public credit of government and strength of supervision. In recent years, SOA has developed rapidly It can dispose coarse particle of loose coupling distributedly by demand with network. Service layer is the base of SOA, which can be transferred to control man-made dependence of system and software agent. SOA mainly bases on web service, which includes technology of XML,SOAP,WSDL,UDDI and so on, can contribute for implement of SOA architecture. Meanwhile, the safety of Web Service is regarded as a more and more important task.This paper analyses the status of traditional government system and E-government in use at first, then introduces the advance of SOA and technology of Web Service, and analyses the right of SOA and the possible attacks which would be faced by information communication, and provides the safe technologies which can solve these threats, and list the safety of SOA. Then, the paper takes the system of project application as example and analyses the use case and the demands of function and safety, and designs the System structure and module. The system adopts correlative safety technology of SOA, including soap header validation, soap expansibility encryption and certificate validation, which can ensure the secrecy and integrality of data communication in transfer. Then completes this mobile government service system based on SOA, meanwhile test this system and analyses result. At last this paper brings forward new expectation of development of mobile government in future.
