With loosely coupled, cross-platform features, web services provide a valid solution for enterprise application integration, especially for interoperability between heterogeneous systems, so realized the reuse of software and services, and become a trend mode to enterprise applications systems development. But the single service provides the limited functionality, need to portfolio single fine-grained services into coarse-grained services to provide more stronger functionality.Industry and Academia have done a lot of researches on the combination of Web services from different angles, and have made varieties of Web services composition methods and models. According to the different focus and technical foundations web services composition relied on, services composition methods can be divided into two categories-the process-driven combination approach based on work flow, state calculus and the process algebra model to describe and the automatic service composition methods based on semantic description.The first researchers are from the perspective of process modeling, attention to data flow and control flow in services combination, emphasize the treatment of the dynamic environment; another researchers are from the perspective of the Semantic Web, attention to the self-described and semantics of Web services. Two researches rely on different technology foundations, combined with a completely different service models, which are the root cause of two definitions in the current portfolio of services. From the project requirements and technical maturity of the actual start, this new rural Shanxi Province disaster prevention and mitigation system select the process-driven combination approach based on the workflow in the first method as the main research, in such ways, BPEL is a mature techniques and method, combined with the project practice, introduct the BPEL technology into ActiveCollab platform, which is innovation of this paper.This paper completed the major work are as follows:1, Analysis the current ActiveCollab platform modules and implementation methods, including the technologies used in the platform and the relationships between platform modules.2, Research technologies related with web services and workflow.3, Analysis of BPEL principles and main applications of technology, including language, technical models and achieve ways.4, Combined with the actual business process of the project to design functional modules of the system, and in ActiveCollab platform to build a system framework based on BPEL, including the main business links and tasks the project related to, and the BPEL application way in the platform.5, To achieve the main module in the Shanxi Province disaster prevention and mitigation system.
