With the computer technology and the rapid development of communication technologies. In order to speed up the informationizaton of education,meet the characteristics to vocational institute school and reform teaching pattern, the modern information technology, especially the Internet technology, shoud be integrated with the curricula by developing the websites for teaching and learning which is an effective way to adapt to the practice needs.networks have been deep into all aspects of daily life, there appears in large numbers of Network-based Instruction platforms. The aim to explore internet tutoring system is to meet individual needs and provide students with a good study environment in which there is a lot of information to share and no limit in space. But many of them are short of personality and intelligence,which results in low quality of instruction. Intlligence Tutoring System(ITS) is a good way to solve the above problems and to fulfill individualized tutoring. It is an effective tutoring technology on basis of cognitive theory, artificial intelligence, educational technology, educational psychology and computer science.According to the analysis of ITS's history and the developing tendency of information technology on education, this paper presents a Web-based ITS, Which has improved the existing systems on learning theory,instruction design, the organization of knowledge, auto-generating paper, intelligent questions answering, student model, computer tutor. System has realized intelligence mainly in the field of three:(1) based on the knowledge of students, as well as the degree of cognitive learning is given a reasonable proposal, the dynamic adjustment of teaching content; (2) auto-generating paper and automatically score, and feedback Results of the examination.Based on the analysis of the learning theory and instructionual design, we understand the procedure and regulation of learning, recognizing how to improve the learning environments and instructional procedure, so our ITS could implement on a better pedagogy theory; According to the academics knowledge of database technique saving, make it more easy to computer tutor carry on checking to seek, process. When establishing the student model, we consider the mental factor as well as the cognitive factor. According to the analysis of the data in student model, the computer tutor could comprehend the metal factor influencing the learning more clearly.If this compreheadtion is quantitative, it will promote pedagogy, psychology, and cognitive science greatly. At last, the paper introduces the function and structure of the system, and discusses the key implement technology.This system has been in test operation in the internet campus and proved to be effective,stable and reliable.It can be put to use widely.
