The rapid development of science and technology accelerated the pace of education reform, the traditional teaching model is affected by the new concept of education and modern educational technology challenges. Modern educational technology is the high ground of modern education, modern educational technology online teaching is an important part. Build a good learning environment is the realization of digital education, distance education, online education needs, and to the video resource-based multimedia teaching resource library building construction is an important part of learning environment, so the establishment of campus-based video on demand system has become the subject of major research universities.According to the Heihe College education, teaching the actual demand, the paper design and implementation of a PHP-based language video on demand system. This system makes use of the campus network bandwidth advantages, the use of online on-demand multimedia resources will be provided in the form to the campus network users, facilitate the end user; the same time in order to reduce the administrative burden of network administrators to maximize the automation of the release of the multimedia resources, management, statistics and auditing.This more systematic and complete realization of the Heihe College teaching needs by building a Web-based video on demand system most of functions. The article is divided into four parts: The first part of the background, significance and status at home and abroad in details. The second part introduces the VOD system (VOD), video on demand system (VOD) of the relevant basic concepts, general principles, the main function and application status, and the theory of the VOD system; the third part of the video on demand from the education system needs analysis, we propose the total system design ideas, objectives, functional requirements and improve the methods. Describes the structure of the VOD system design, interface design, video synchronization design and database design, video on demand system proposed implementation plan. And shows the design of the design of a VOD system based on PHP, the system provides the design interface and related code. The fourth part is the main part of this theory is the part of the concrete realization of a video-on-demand system, the message board system, the file download and download, this part of the establishment of a database module, interface generation, code implementation, and so do out in detail. Finally, the fifth part of the system was designed in this trial run and performance tests, the results show that the designed system meets the design requirements for teachers and students to provide high quality video services, multimedia more fully and more widely for teaching played a certain role. Part VI a summary of the issues and prospects, the use of areas of the system is analyzed and the outstanding issues.
