With the development of IPv6 technology and people's need of multimedia information service, the video broadcast system based on the next generation of Internet becomes an important direction of multimedia applications, and the IPTV multicast system has got rapid development in the last few years. Currently, the IPTV multicast system faces many technical problems, and this is the main reason why it do not have a widely use even in the next generation of Internet. Today, the IPv6-based IPTV broadcast technology has attracted a lot of attention from the operators and in the academia.In this paper, we first introduce and analyze the characteristics of IPv6 and the multicast technology based on it. Then, we discuss the network congestion control and management of group key aspects separately, along with the sffective solutions.The traditional multicast congestion control algorithms have a problem that they can not return feedback informations timely, so they do not suit to construct video broadcast system which need high and stable transmission rate. Based on the character of background traffic, we present a multicast congestion control algorithm, which can forecast the congestion state in the network through measuring interval of time between packets at receiving end, and give timely feedback. Besides, we design a new rate adaption algorithm to meet the requirement of rate smoothness in video broadcast system. Experiments show that our scheme can adapt to streaming video broadcast system better.The large-scale commercial application of IPTV systems can not do without the user's key management, the traditional schema of key management has great blindness, and it can not identify the user targetedly. In this paper we present a different service-based group key management Algorithm. The algorithm can provide different multicast services based on the behavioral characteristics of the different group members, thus brings less corresponding and calculation during the key update period. The evalution result shows that the algorithm combines the advantages of several algorithms, but also overcomes their shortcomings; it shows its superiority in many performance indicators.Aiming at the application of IPTV live broadcast, we designed and implemented a broadcast IPTV terminal system based on the next generation of Internet, which has the video decode and play module, the congestion feedback module and the key management module that integrates all key technologies of this paper. The study and application of the system has important practical significance in demonstrating the promotion of IPv6 technology and IPTV technology.
