With the opening and,the construction of puyang city has achieved great development, In hundreds of construction enterprise, the project under construction invest hundreds of millions yuan each year, but competition become more fierce since joining the WTO, the original vulgar management method has no place in the market. Therefore, how to establish an effective, suitable for our city construction enterprise, computer aided engineering network planning technique optimization system is the purpose of this article. An effective network planning technique optimize the system could be used for the construction of labor enterprise, which also is we dream of, It can help investors and the construction enterprise to allocate resources, shorten the construction period. So as to achieve the minimum total cost, and through effective control for the construction project cost, base on the computer, improve construction enterprise's management level of our city.On the basis of further research for the present network diagram system, according to the actual demand of puyang city construction market, this paper design and realize the double code network chart drawing and optimize the system. This paper introduces the basic concept,background and development of double code network planning technique firstly, and the meaning of applying in construction project management. Then introduces the classification of progress control method as well as their respective advantages and disadvantages and the definition. The next points out the application situation of combining computer and double code network planning technique, expounds the current domestic and international network planning technique of the project schedule management of software development situation and existing problems. Finally describes the system of basic design concept thought, overall function, and the algorithm which should be used in the process, realize the automatic generation of activityon arrow network, and the shortest time corresponding charge, the lowest cost corresponding period. Still could optimize the lowest cost schedule according to the requirements.
