Frame Semantics provide people with the method of comprehending and describing the meaning of lexical item and grammatical construction. Along with the arisen and development trend of domestic and international framenet construction technique,the natural language processing realm of ethnic minorities is striding forward the intelligence. The Uighur is an agglutinating language with abundant morphological system, the words come together into some categories in accordance with their meanings and grammatical characteristic, and each type of words have their own morphological and syntactic traits. Based on frame semantics theory, we have made references of system design ideas in English FrameNet and CFN project, combined with the frame semantic description system of Uyghur source language, explored the construction method and technology of Uighur FrameNet ( UFN) on the word-level, and set up the overall development of the UFN engineering technical route. The UFN is a huge project, whether the description of frame and lexeme content or sentences annotations, they all need highly alternating assistance tool.In order to meet the requirements of constructing semantic framenet, we've designed and developed《The Information Management System of Uighur Framenet》which is a multi-functional humans- machine interactive assistant tools and adapts to Uighur language.This paper makes a systemic study on the requirements for Uighur FrameNet (UFN) information management system, the construction principles and description system of UFN's database for frames, lexemes as well as sentences. It also conducts research on the information management system of minority languages such as Uighur, Kazak, Kirghiz which based on Arabic character and proceeds the key technical problems of how to deal with them in the field of database. It also presents implementation and realization methods of major functional modules such as frame initial resource, elements information database, the establishment of frame basic information database, compiling, inquiring of UFN information management system.This paper, based on cognitive structure and descriptive content of UFN, is of definite guidance and reference value for further development of the semantic classification system Uighur language, the automatic labeling of semantic roles, the syntactic semantic analysis, the question answering, the information extraction, and the construction of UFN as well.
