Monitoring technology development is always closely related to the latest technology, and users had continuously put forward higher request on the simplicity and real-time of monitoring technology. So the newest technology should be used better and timely, thus it will make monitoring develop and satisfy people continuously.The progress of mobile communication technology has made it possible to high-speed wireless data applications. With 3G Network being used into the market around the world, services based on wireless data applications will show its unique charm.VPN (Virtual Private Network) combines access control, traffic management, encryption, routing, availability management and other functions, and plays an important role in the information security system of the world.In one hand, the practical value of this project is to set up a VPN network with 3G technology, in order to establish a remote Monitoring system, reaching the full coverage of the region including the place that optical fiber can not reach. So that it can ensure the safety of monitoring points. In the other hand, it provides users the capabilities of real-time video viewing and history video viewing, and it develops friendly interface for system management personnel, to makes them carry out routine maintenance of the system easily.In this thesis, we have done massive functional requirements analysis based on the development of monitoring and management system ,which were Designed for DongYing Transportation Bureau. It covered activities, including viewing, downloading, device settings, plan management, administrator permissions.The front of the system using B / S architecture, programming language for the ASP + SQL2000, the background using C / S structure, prepared programming language is Visual Basic 6.0 + SQL2000. Some of the security of the system is designed, such as information encryption.
