Researches have been constantly conducted in countries all over the world in hope of solving the ever-growing information security problems. A pilot study on solutions of security problems has been completed and widely used, namely PKI (Public Key Infrastructure) system. To build PKI with public key cryptography can be the most feasible and effective way of solving information security problems in massive open network environment. PKI is a crucial public facility in the security construction of Electronic Government Affairs, which builds an accordant information security service on basic network infrastructure and meets the needs from upper ranges in terms of information security.This paper is to discuss the redesign of digital certificates of local taxation online declaration system, using PKI technologies mentioned above. Through the data encryption and third-party electronic monitoring, the confidentiality, integrity and non-repudiation of electronic data transmission can be guaranteed, and legal disputes can be prevented. There will be no need for taxpayers to submit their personal information on sheets. They can file the tax returns online through this more convenient and efficient new system. Meanwhile, the availability of electronic data from the tax authorities will be enhanced in order to support the daily management of revenue sources, and further improve the quality and efficiency of tax collection. The main results are as follows:1.The application framework of digital certificates for the new online tax declaration system consists of two parts: PKI / CA (Certificate Authority) platform and PKI accessing platform. The former is the basic facility of the entire information security system. CA provides digital certificates for the inquiries, the internal users, and the online transaction servers. The latter is a mid-level interface providing user authentication, data encryption, and anti-repudiation, anti-denial, and audit of the online transactions.2.The system is developed on a basis of PKI framework, digital envelop distribution protocol, and USBKey personal authentication system, which achieve the file encryption and decryption functions, improve data security, and ensure the convenience in file transferring, encryption and decryption.3.This online declaration system can achieve full protection of the files by fully integrating the advantages of the symmetric and asymmetric cryptography systems; and using of digital signature technology to ensure the integrity and authenticity of the encrypted files.
