With the development of television news people's livelihood, livelihood news television ratings survey also came into being. Livelihood development of the domestic television news today, the basic mode of operation, business strategy, and so the media environment has changed. Especially when the level of program ratings, advertising revenue directly determines the time. In this case, the ratings were assessed as a measure of media influence and audience behavior of a rigid target. This article begins with communication, journalism, philosophy and psychology related to the theoretical basis to explore the news and people's livelihood and the concept of ratings. Secondly, the livelihood of Heilongjiang TV news "site 1", for example, different stages of program ratings. Instability in the program ratings draw conclusions, but this is news many of the problems faced by the people's livelihood.
