On Design And Implementation Of Grass-root Comprehensive Information Management System In Beilun District

With the coming of information era, IT has presented important value and played a great role in the government work. Supported by construction of E-government-affairs, various governments rely on their regional construction features and establish the grass-root comprehensive information management system.The grass-root comprehensive information management system in Beilun District is proposed to establish by the Organization Department of Beilun District Committee, supported in technology by Zhejiang Public Information Industrial Co. ltd, relies on the information platform, and uses the three level structure of district/county-country/ town/sub-district-village/community, through which realizes the grid management, the mode of grass-root information collection and higher authority supervision. The system still through the interface with the civil administration and medical insurance gets related institutions'authoritative grass-root information, reduces grass-root work, and increases the accuracy of information.The paper starts with the design and implementation of the grass-root comprehensive information management system in Beilun District. The entire platform applies J2EE technical root and Tundle developing framework of STRUTS. In database it draws into persistence layer, through a comprehensive applying system of MVC, realizes the management and inquiry on grass-root information. At present, the system has been run in the six towns, such as, Chunxiao, etc. of Beilun District, Ningbo. Through the application of the system, the grass-root administrators can submit various information and data orderly, and the leaders and administrators can make easy decisions and guide the grass-root management work.
