The increasing demand on the requesting for the wireless communication and the appearance of diversified service which determine that future wireless network is the heterogeneous one. Besides the development of public Cellular Network, some broadband wireless access technology and short distance wireless access technology such as WLAN, UWB are gradually emerging and getting mature. Currently, the heated topic Wi-Fi, WiMAX are pushing the research on the broadband wireless access technology and the development of stream service, which going to achieve the goal "whenever, wherever, whatever" to provide the information for the users. But how to choose the most effective and appropriate network and seamlessly handover to the target network is the crucial challenge to the heterogeneous networks convergence.The essay introduced the growing of the wireless network at first, draw forth the concept, denotation and characteristic on the heterogeneous networks convergence. Also present the frame of the heterogeneous networks and the function which provided by the layers of network. There are some crucial technologies in heterogeneous networks convergence, one is vertical handover and the handover decision can rest on the cost function which is represent by QoS parameters, another, this article stands on three angles: service, network and user to manage and analyze the QoS in network integration. The QoS analyze pull the entropy of information in, use the trapezoidal fuzzy number to describe the multi-attribute group decision making. Also we have presented an Evaluation model on QoS of Information System based on User's appraisal to get the integrate QoS evaluation vector, and combine the service QoS evaluation vector as well as network evaluation vector to get the optimal target network.About the last section which introduces the TD-SCDMA and WLAN network convergence's market analysis and the schemes of hybrid network structure. And the simulate results shows that the QoS fitness between the three layer QoS evaluation vector and the influence on the preference of alternative network or QoS parameters.The essay provides the QoS evaluate system that based on the Service QoS can not only assure the quality of server, but also make use of network resource effectively. Another, through the new special selection algorithm, counted the users' QoS into consideration to optimal the network selection to reduce the frequency of handover and also improve the users' degree of satisfaction.
