With the coming of information age, there is a trend for the government to adopt Freedom of Information Act. China attaches great importance on the establishment of access to government information system as increasingly more states assured such principle by law and regulations. The State Council of China adopted Regulations of the People's Republic of China on Open Government Information on April 5, 2007, and it takes effect in May 1, 2008. With the implement of《The Regulations of China on Freedom of information》and other regulations on freedom of information, and with nearly 3 years of opening activity, the freedom of information in China has formed a new system.The freedom of archives is the prerequisite and basis for archival value, and it's the focus of archival work. But the current system of freedom of archives was formed in the eighties of the 20th century which is not well connected with government information opening system. If the system of freedom of archives can't be reformed, it will affect the development of archival works and the process of the freedom of government information and the construction of democratic politics.The paper is based on the problem of the freedom of archives which is very serious in the overwhelming freedom of information. And survey the current freedom system of archives from the view of the freedom of information. Meanwhile, this paper will give the solution of the problems in the freedom system of the archives, such as lack of coordination between relevant laws, lack of responsibilities, lack of right to know, lack of the consciousness to open, and so on.
