Due to the rapid development of information technology with each passing day, the society's degree of information growing, more and more of a wide range of information services, traditional services such as SMS, emerging as Telematics service, mobile video services. To provide sophisticated information services often have to rely on a large number of information systems, billing system is one of them. Most of these new information services billing system is that each company based on their business needs to be rebuilt, build a billing system SOA design thinking is worth trying.This article focuses on a car service companies due to their own business needs and build a billing system, the system environment as a whole to SOA for design of information systems. This article describes the application of the billing system, concepts of SOA, and now the most sophisticated technical Web Service in SOA-related technologies.Analyzed the system from the business requirements, functional requirements, and non-functional requirements. SOA design billing system was selected to be used by technical Web Service, WebLogic, Oracle, SingleView etc. Web Service technology as the core billing system into a more detailed architecture design, interface design and functional module design, and based on the functional module design of the implementation of the billing system.Successful design and implementation of the billing system, not only for companies to further improve the business system, also allows companies to further expand and better service.
