A billing system for telecom data service is one of the most important systems in a telecom corporation. It helps the corporation to cost and type bills. It can manage the information of customers, productions and accounts as well as providing the statistics of the accounts. A good designed billing system can help the corporation to increase the billing precision and improve the quality of the service and its competitiveness.A telecom corporation decided to build an advanced billing system for its data service during 2003 and 2004. The main point of the research work in this paper is to design and implement a billing system after analyzing the business requirement and comparing the software developing technology.. Now the system is built and gets a high mark from its users.The main contents of studies of this dissertation touch upon the following several aspects:1.
