With the rapid development of mobile communication technology and mobile terminals enhancements, people pay more attention to the location-based service which is based on mobile networks and terminals. It has a very large market and business prospects and is becoming an important new lucrative business for mobile service carriers.The system for China Mobile Group Jiangsu Company Limited Suzhou branch is designed to provide mobile users the choice to do more business. Location-based services'core is map services and positioning services.The thesis present a practical, feasible solution to implement the system of map function and positioning function according to the actual needs of the user, based on the research and analysis of similar products and results at home and abroad and based on the results. Specifically, the thesis has finished the following work:(1) According to the demand analysis of the system, and detailed analysis of the system is present, which include the system's basic processes, network topology, module division, function allocation, interface design and database design.(2) The system's implementation process is analyzed in detail, and functions of the system are achieved, which include the function of map to zoom, move, check, measurement and other basic operations based on the ArcGIS Server map platform. The implemented system also include the functions of mobile phone number positioning, friends location, time point query historical track playback and other functions based on the SMS and MMS platform combined with the WEBGIS technology and LBS technology.(3) The implementation process of positioning module is proposed according to the study of the mobile positioning process and mobile Le/Ls,Li positioning interface specification. And then the positioning module is designed and implemented in accordance with established connections, sending requests and receiving responses.(4) Combining with the commonly used shortest path algorithm's time complexity and the practical application demand, a kind of map generalization path algorithm is proposed to improve the response speed of the algorithm, and reduce operation time, the proposed algorithm is based on the Dijkstra algorithm, hierarchical search algorithm, region restricted search algorithm.The implemented system has been successfully put into operation, the practical running results show that the system can meet the practical requirement, reach the design requirements.
