With rapid development and deep use of network technologies, there are more and more sharable resources on Internet. However, the diverse and uncertain nature of user demands requires user-steered method in using network-based information services so that they can utilize these various available information resources to construct online personalized information service on demand. For this purpose, this paper proposes an approach to user-steered development of personalized information service, which brings better utilization of the information for end-users on Internet, and profits from the Internet's potential as a social computing platform. This paper places emphasis on the easy usage of user-steered information service. The main contributions are:(1) This paper defines algebra operations based on Portlet, and brings forward an information service construction script PISMS.Based on Portlet algebra operations, the PISMS can transform business logic into a finite sequence of data operations, and provide the basis for information service visualization through Porlet interfaces. Portlet algebra operations provide efficient support for Portlet, which is a fundamental data structure, and integrate different data sources on Internet and enable its normalization. The Portlet algebra operation adopts set-based operations, and hides the loop logic for end-users.(2) Giving an information service reuse strategy to support end-users to recompose the business logic for information service effectively.This paper gives an information service template based on PISMS script. The information service template can support end-users to recompose the business logic through reusing the existing matching results, which is calculated by user characters matching, so that the efficient of information service construction is improved.(3) Designing and implementing the information service visualization based on Portal and Portlet in the practical item background.Based on the above-mentioned results, a prototype of information service development environment is implemented and applied in the construction of scientific dissertation in the context of the project "Scientific Information Resource Center". The experiments show that the approach improves the efficiency for personalized information construction, and takes effect on responding to rapid, ever-changing requirements.
