Along with the rapid economic development and the continuous improvement of people's living standard is the rapid growing of the building heating energy consumption. At present, the heating energy consumption in the northern towns is the most part in the building energy consumption, as it counts for nearly 40 percent of the total consumption in our country. So reduce the energy consumption is an important way to realize the goals of energy saving and emission reduction. In Europe and Canada, the technology of heating measurement has been used for more than 80 years, and China has started to use it since the 1980s. Both the research and practice on the heating measurement proves that this technology has great potential in reducing energy consumption for building heating.Central heating has gradually become the main heating way. Both the government and the heating-related enterprises are promoting the individual metered heating system. During the implementation, we find out some problems such as the users' enthusiastic is not high and the energy-saving effect is not obvious. In the current central heating system, the manual adjustment of the valve cannot meet the users' demand for convenience, and there is not corresponding charging mechanism.This paper made a detailed study of the central heating monitoring system firstly. Central heating system is a complex distributed system, and the monitoring of it needs the support of many subsystems. In base of the analysis of the subsystems, combining with my expertise and ability, we designed and implemented a subsystem-support platform for central heating supervisory system. Also, we have implemented the automatic heating measurement, the room temperature control and customer service at the same time. The communication service for subsystems is the most important in the sub system-support platform. It uses the reliable TCP link, and forms the legal link after the appropriate certification of each subsystem. This platform supports the separate design and implementation of subsystems, using the mechanisms of operating system about multi-tasking, communication and synchronization between tasks.This subject uses the wireless sensor network communication technology to realize the building communication network, and uses GPRS module in the concentrator to realize the TCP data communication services. In the design of building communication network, we use the node authentication to solve the problem about the illegal nodes and the logical subnets overlapping. Based on the service of building communication network, this subject realizes the automatic upload process of heating measurement data and the automatic temperature control. The temperature control subsystem can send the temperature demand of each user to the corresponding user-controller in time. Using the PID control theory the user-controller adjusts the heating power to control the temperature at room.At the last, this subject analyzes the service demand of users, and provides the services of query and setting for users. We uses a browser with the SSH framework and an android client with the C\S structure to implement the services.
