With the rapid development of network technology, there are increasing new types of network application, such as BT, thunder and Emule, which burden the broadband network with heavy load. Under this condition, it's necessary to study a new topic in the area of network traffic management. That topic is how to ensure rational allocation of network bandwidth resources and avoid malicious occupation of network bandwidth.Currently, although there are a lot of products on network traffic management at home and abroad, most of them can only support limited types of flow and have no ability to meet the actual demand. This article innovatively combined flow collection technology with flow control technology, and then proposed an idea of dynamic traffic management system, which adjust network traffic management strategy to the actual network environment according to the total and personal network bandwidth usage. This system was described in detail in the following three components. Firstly, traffic acquisition module, complete packet capture, analysis and statistics of the bandwidth based on Libpcap. Secondly, policy configuration module, use web to manage the traffic control policies based on BOA. Thirdly, traffic control module, dynamically manage total and personal network based on real-time traffic information and rules with policy information. Meanwhile, it can also support basic group and classification traffic management strategy, thus it fully met the personalized needs.The dynamic traffic management subsystem designed in this article deployed was in the self-developed accessing gateway products. After the system tested and applied in project for a long time, its functions and technical specifications meet the design requirements, at the same time it effectively verified the idea of dynamic traffic management proposed in this article.
