With the rapid development of aerial transport, the flow of air traffic increases continuously. When the national airspace resources and the management of the air traffic control (ATC) units cannot meet the growing requirement, air traffic congestion will occur, which not only threat flight safety, but also bring out the flight delay. It will make great losses to the civil economy. The air traffic flow management (ATFM) is the most efficient and economical method to solve the air traffic congestion. So, the study to ATFM is one of the important topics of the theory in about air traffic management.Capacity is the key measurement to judge the applicable ability of airspace system and do ATFM job. ATFM is a management activity aimed to balance the practical air traffic flow when air traffic movements have or will exceed the largest air traffic capacity. So the air traffic capacity is the standard that determines whether the system needs air traffic flow management. The evaluation of air traffic capacity is the basic work in ATFM, the correctness of which directly affects the application results of air traffic flow management.In the air traffic flow management, it is a key technology to solve the flight delay and congestions that forecasting the air traffic flow exactly and scientifically in the Air Traffic Flow Management (ATFM). Then according to the results of forecast, the air traffic administration can make decision efficaciously. This paper in-depth research on the technologies of air traffic flow forecast combined the results in the past forecast technologies and the flow management features in the theory and practice, which is on basis of the author's intern work of the research and development of the air traffic flow management system.This paper first introduces some basic concepts and measures in the ATFM and the development of the ATFM system from both domestic and foreign aspects, including Europe, Japan, the United States and other developed areas.Secondly, this paper describes and analyzes the route, the airspace and the airport capacity model in detail. Then the paper analyzes the predict model of 4D trajectory and establish a real time modifying application model which meet this paper's demand. This model achieve and verify the real-time dynamic amending algorithm based on the AFTN information; present a sub-rectangular amending Algorithm to deal some flight flying in plan route strictly. Base on the capacity evaluation and flow forecasting, the system produces a flow alert according with the rules of alert.Finally, this paper introduces the system structure of the prototype system of air traffic flow monitoring systems which realize key functions, such as the airspace's capacity evaluation, flow prediction, flow alert, and so on.
